This increase was requested because this is equivalent to the amount these <br />employees lost when the uniform allowance funds were deleted from the 1995 budget. <br />Removal of this uniform allowance program funding was recommended by me based on <br />comments I heard from the City Council during review of the budget. This group of <br />employees let me know that they suffered a financial loss by this policy change and that <br />they were the only group of employees to suffer a financial loss in order to balance the <br />1995 budget. They requested that if the City does not want to provide the uniform <br />allowance, then the City should make these employees "whole" and increase their base <br />wages $.17 per hour. <br /> <br />e In December, Councilmember Holmgren offered some history as to how and why this <br />uniform allowance program/policy came into existence. Councilmember Holmgren or I <br />can again update the Council on this history if necessary. <br /> <br />I am recommending this pay adjustment for the clerical staff that lost the uniform <br />allowance program. As previously noted, this adjustment would also apply to the Senior <br />Citizen Coordinator as, at this time, her wages are directly tied to the clerical staff. The <br />total effect on the budget is approximately $2,500 and would be spread our between five <br />(5) departmental budgets.
