Box 490 <br />Elk River, MN 55330 <br /> <br />RE: 5TH STREET/DODGE/ELK HILLS DRIVE FEASffiILITY <br /> <br />Dear Council Members: <br /> <br />Attached is a copy of the feasibility study discussing the upgrading of 5th Street, Dodge, <br />and Elk Hills Drive, including the intersection of Elk Hills Drive with Highway 169. This <br />feasibility study analyzes two different scenarios for the intersection of Elk Hills Drive and <br />Highway 169, the fIrst being a curved roadway bringing Dodge Avenue directly into <br />Highway 169, the second being a 4-way intersection moved slightly farther east to allow <br />for more stacking distance. The issue of signalizing the intersection of Elk Hills Drive and <br />Dodge has been investigated and has been determined to be not feasible. Greater discussion <br />of this issue is contained within the report. <br /> <br />At this time, we have not seen a petition from any of the business owners south of Elk Hills <br />Drive for these improvements, nor has there been a Developer's Agreement entered into <br />for the development and improvement of the roadways north of Elk Hills Drive. <br />Therefore, at this point in time, we would recommend that the City Council review and <br />accept the feasibility study but take no further action.
