REQUEST FOR ACTION

To
Ci Council
Agenda Section
Consent
Item Description
Request to Purchase Third Unmarked Vehicle (Forfeiture
Vehicle)

Meeting Date
Ma 14,2007

Item Number
3.7.*
Prepared by
effre A. Beahen, Chief of Police
Reviewed by
Lori ohnson, Ci Administrator
Reviewed by;!>-

Action Requested
I am requesting Council authorization to purchase the third unmarked vehicle that was approved in the
police budget for 2007. This was budgeted under equipment certificates. The amount requested is
approximately $19,300. (The DWI defendant has continued to make payments on the vehicle so the pay-
off is lower.) We have budgeted $20,000 for the unmarked vehicle. The vehicle we are seeking to
purchase is a 2006 Ford Explorer XLT 4X4 that the department obtained through a DWI forfeiture

Background/Discussion
The police department budgeted $60,000 for unmarked vehicles in 2007. Two of those unmarked vehicles
have been purchased. We have been waiting to see what happened with the forfeited vehicle, and
yesterday the vehicle was formally awarded to us by the court.

The vehicle has 745 miles on it and was less than 10 days old when it was seized. It was purchased at Elk
River Ford for $33,580. It has a 4.0 SOHN 6-cylinder engine and many other desired features.

Our ability to purchase this vehicle by buying out the remaining part of the loan, gives us the chance to
add another 4-wheel drive vehicle to the fleet, at half the cost of a typical SUV of this size. We have only
the two CSO vehicles that are 4-wheel drive, and last year during the heavier snows, this proved not to be
enough.

This vehicle would have a primary purpose as an unmarked vehicle, and would be used during snow
emergencies and other times as a 4-wheel drive.

The unmarked that it would replace, has only 30,000 miles on it. That vehicle will be stored and kept for
use later in the year or early next year if the Council and school disttict can agree to add a third school
liaison officer here in Elk River.

Financial Impact
The money for this vehicle was budgeted and approved in the 2007 budget. We are asking for approval to
purchase the forfeited vehicle in place on the Chevrolet unmarked vehicle that was originally planned for
purchase.

S:\Counci1\Police\2007\ Vehicle Purchas.doc
