<br /> <br />Item 5.5. <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />Mayor and City Council <br />Sheila Cartney, Senior Planner ~ <br /> <br />DATE: <br /> <br />April 16, 2007 <br /> <br />SUBJECT: <br /> <br />Sign Moratorium <br /> <br />On February 20, 2007 the City Council adopted a Resolution for a sign moratorium that <br />prohibits the issuance of a building permit for new or existing Advertising Signs and <br />Electronic Changeable Copy signs. The intent of this memo is to confum the issues and <br />present a preliminary timetable. <br /> <br />In a preliminary review of the potential ordinance; staff wanted confumation of the issues as <br />understood by staff: <br />. Safety related to bright, often changing text <br />. Changeable copy signs change too often and are evolving into animated signs <br />. Concern of billboards turning into huge television screens <br />. Lack of clarity in defining animated signs and/ or flashing signs <br /> <br />Preliminary Timetable: <br /> <br />Task <br />Confum issues <br />Research other sign <br />ordinances and report back <br />to Council <br />Review Ordinance with <br />Plannin Commission <br />Final Adoption of <br />Ordinance <br /> <br />Date <br />A ril16, 2007 <br />June 2007 <br /> <br />June 2007 <br /> <br />July 2007 <br />
