<br /> <br />Item Description <br /> <br />Consider Resolution Authorizing Participation in the Sherburne <br />Coun Economic Develo ment Authon <br /> <br />Item Number <br /> <br />3.7. <br />Prepared by <br />Catherine Mehelich, Director of <br />Economic Develo ment <br />Reviewed by <br />Scott Clark, COtntnunity Development <br />Director <br /> <br />City of Elk River <br />REQUEST FOR COUNCIL ACTION <br />Agenda Section Meeting Date <br />Consent Agenda March 19, 2007 <br /> <br />Introduction <br />The Elk River EDA recently reviewed information regarding the proposed establishment of a Sherburne <br />County EDA as outlined in the attached materials from Sherburne County Administrator Brian Benson. <br />EDA Commissioner Pat Dwyer and HRA Commissioner Stewart Wilson both served on the County <br />subcommittee which explored and recotntnended the establishment of the County EDA. <br /> <br />Discussion <br />The attached Resolution states that pursuant to MN Statutes Section 469.1082, Subdivision 5, once the <br />city adopts the resolution to participate in the County EDA it is unable to withdraw its participation for a <br />minitnutn period of 5 years. In follow up to Counciltnember Motin's question raised at the EDA <br />meeting, the attached statute requires notice of the city's withdrawal to be given to the County EDA ''not <br />less than 90 nor more than 180 days prior to the anniversary date" of participation. <br /> <br />Financial Impact <br />The County EDA with approval from each of the cities could levy a limited amount upon the city's <br />property taxpayers as part of the county levy to support its economic development services.
