<br /> <br />Eft( -- <br />River <br /> <br />City of Elk River <br />REQUEST FOR COUNCIL ACTION <br />Agenda Section Meeting Date <br />Worksession March 12, 2007 <br />Item Description <br />YMCA U date <br /> <br />Item Number <br />5.5. <br /> <br />Prepared by <br />Lori ohnson, Ci Administrator <br />Reviewed by <br /> <br />Introduction <br />The YMCA project is proceeding on several fronts; the attorneys are working on the lease, city staff is <br />working on coordinating all of the site issues for the conditional use permit and plat, and YMCA <br />representatives, city staff, and the architects continue to work on the building design. I will give an <br />update on these items at the meeting. <br /> <br />Discussion <br /> <br />LEASE: <br />Steve Bubul of Kennedy & Graven has drafted a lease between the EDA and YMCA, with consent by <br />the City, for the construction and operation of the YMCA. Peter Beck and I reviewed the document with <br />Mr. Bubullast week and provided comments and changes. We expect a version for distribution to the <br />YMCA within the next week. It will be provided to the Council and EDA for review before adoption. <br /> <br />SITE AND RELATED ISSUES: <br />Parks and Recreation Director Bill Maertz and Community Development Director Scott Clark have been <br />working with engineering and planning to address the site items for this project. A plat will be coming <br />forward to designate the parcel boundaries for the property that will be leased to the YMCA, along with a <br />conditional use permit (CUP). These items are running concurrently with the architect's work on <br />building design. <br /> <br />BUILDING DESIGN: <br />Greg Fenton of BWBR Architects is leading the team to program and design the building. <br />Representatives from the YMCA, city staff, and BWBR have been meering weekly for the last month <br />developing the program spaces, reviewing site layout, exterior design, and other building features. <br /> <br />Representatives of the YMCA have also suggested that an alternate method of bidding the project be <br />considered since the Council did not approve the use of a construction manager. Peter Beck and Steve <br />Bubul are currently researching the proposed concept to ensure that it meets all of the city's bidding <br />requirements. I should have a response to this question before Monday's meeting along with more details <br />about the proposal. Councilmember Gumphrey met with YMCA representatives to discuss their <br />proposal so he will also be able to provide information on the proposal. <br /> <br />S:\Council\Lori\2007\ YMCA Update 03 12 07.doc <br />
