<br /> <br />City of Elk River <br />REQUEST FOR COUNCIL ACTION <br />Agenda Section Meeting Date <br />Consent Februa 20,2007 <br />Item Description <br />Request by Plant Place for General Planning Permit for <br />Tem ora Greenhouse, Case No. GP 07-02 <br /> <br />Item Number <br />3.4. <br />Prepared by <br />Chris Leeseber <br />Reviewed by <br /> <br />Introduction <br /> <br />Plant Place is requesting a general planning permit to locate a temporary greenhouse in the Coborn's <br />parking lot. They will be selling bedding plants, nursery stock and other gardening supplies from mid <br />April through the first week of July. The proposed hours of operation are Monday through Saturday 9 <br />a.m. to 8 p.m. and Sundays 10 a.m. to 6 a.m. They will be using a 20' X 120' temporary <br />greenhouse/ display area. The total area for the garden center operation is 2,400 square feet. <br /> <br />The proposed location is in the parking lot along Evans Street and will displace about 25 parking spaces. <br />The location will not disrupt traffic flow nor does it create any parking problems. The garden center has <br />been in the same location for the past 9 years without any issues. <br /> <br />Attachments <br /> <br />. Site Plan <br /> <br />Action Requested <br /> <br />Staff recommends that the City Council approve Plant Place's request for a general planning permit to <br />allow a temporary greenhouse/garden center with the following conditions: <br /> <br />1. NO ELECTRICAL SERVICES SHALL BE ACROSS ANY DRIVE OR WALKING <br />SURFACE. <br />2. IF TRAFFIC BECOMES A PROBLEM AROUND THE TEMPORARY SITE, <br />THE SALES AREA SHALL BE DELINEATED WITH A BARRIER TO <br />RESTRICT TRAFFIC. <br />3. THE GREENHOUSE/GARDEN CENTER BE MAINTAINED FREE OF <br />DEBRIS AND KEPT IN AN ORDERLY CONDITION. <br />4. THE LOCATION OF THE GREENHOUSE IS CONSISTENT WITH THE <br />SUBMITTED SITE PLAN. <br />5. THE GREENHOUSE AND DISPLAY AREA BE REMOVED WITHIN ONE <br />WEEK OF THE END OF THE SALES PERIOD AND THE SITE BE <br />RETURNED TO ITS PREVIOUS CONDITION. <br /> <br />S:\PLANNING\Case Files\2007\GP\GP 07-02 Plant Place\GP 07-02_CC.doc <br />
