City of Elk River
REQUEST FOR COUNCIL ACTION
Agenda Section Meeting Date
Consent Februa 5,2007
Item Description
Authorize Transfer of Jennifer Johnson from Legal Secretary in
Le al De artment to Secreta in Administration De artment

Administrator

Introduction
Throughout the discussions on the elimination of the city prosecuting attorney department, it was agreed
that Legal Secretary Jennifer Johnson would be transferred to another available city position when her
work was completed in the legal department. There is currently an opening for a secretary in the
administration department for which Ms. Johnson qualifies.

Discussion
With the recent promotion of Jessica Miller to Executive Secretary/Deputy City Clerk, there is a
secretarial position open in the administration department. Jennifer Johnson is prepared to start that
position as soon as the all of the work has been completed to close or transfer all existing prosecution
files. We expect that to happen within two weeks.

The pay for legal secretary is two pay grades higher than that of the secretarial position; however, because
Ms. Johnson was informed of her 2007 pay in December prior to her position being eliminated, I am
recommending that she continue at her current rate of pay for 2007. Further, with all of the recent
changes in the administration department, and being able to move some fire and safety committee duties
to the new fire clerical position, both City Clerk Tina Allard and I feel we may use the secretarial position
differently. If time allows, this position will provide administrative assistance to the human resource
division as well as the administration department. If additional duties are added and the position changes
as we expect, it would need to be reevaluated by the personnel committee. If it does not change, a
recommendation to address the pay difference will be made in December when the pay resolution is
approved.

Financial Impact
None

Attachments

None

Action Requested
The City Council is asked to approve f1lling the administration secretarial position through an internal
transfer by Jennifer Johnson with no change in her 2007 pay.

I Council Action

Motion by _

Second by _

Vote

S: \ Council\Lori\2007\JJ ohnsonSecretary.doc
