City of Elk River
REQUEST FOR COUNCIL ACTION
Agenda Section Meeting Date
Administration 16, 2007
Item Description
Liber Hei hts Estates: Review Potential Park Plan

Item Number
6.1.

Prepared by
Bill Maertz, Parks and recreation Director
Reviewed by
Lori ohnson, Ci Administrator

Introduction
At the December 2006 Park Commission meeting the Commission reviewed the revised plans for Liberty
Heights Estates and recommended a small park be located on the southeast part of the development. On
January 8, 2006 the developer suggested an alternative plan for a tot lot bounded on three sides by streets
and near a pond.

Discussion
Staff has reviewed the two alternatives and offers the following comments.
. The southeast location offers opportunity to add additional land if the parcels to the south
develop.
. The southeast location, adjacent to the large wetland complex, offers a "borrowed viewshed"
giving the park a larger, more open feel.
. The southeast location could be developed in stages, allowing for immediate use by Liberty
Heights Estates residents. (see attached)
. The location suggested by the developer is not optimal for a tot lot due to proximity to the pond
and being bounded by streets on threes sides.
. The location suggested by the developer is close to the large park and school grounds making it
somewhat redundant.

Financial Impact
Budget neutral

Attachments
Preliminary concept design for park in SE corner of Liberty Heights Estates

Action Requested
Options
. Accept park in SE corner as recommended by Park Commission
. Accept park as suggested by developer
. Direct developer to revise his suggested location to address safety concerns

Staff recommends accepting a park in the SE corner that can be developed in phases as the parcels
to the south develop.

C: \Documents and Settings \ tallard\Local Settings \ Temporary Internet Files \ OLKF\Request Council Action 5 6.doc
