Concord Street is a private road south of County Road 33
and west of Greenhead Acres First Addition. Earlier this year the abutting property owners
to Concord Street requested information on the cost of upgrading their street city standards
with the idea that the City would take over ownership and maintenance after that point. In
February an informational meeting was held with the property owners and four options were
discussed. Based on this information, the property owners submitted a petition to the City
requesting a bituminous upgrading of their road with the City taking over maintenance after
completion. The attached feasibility study discusses this proposed improvement.

In order to proceed with this project the City Council would need to consider the attached
resolution which accepts the feasibility study and orders the public hearing. We have
tentatively scheduled the public hearing for the June 6, 1994 City Council meeting. Since
this project requires each of the property owners to dedicate right-of-way to the City before
proceeding, it may be appropriate to require all of the affected property owners to sign a
letter of understanding indicating that they will sign the appropriate easement documents
dedicating the right-of-way to the City at no cost once the project proceeds. The City may
want to consider sending such a letter with an explanation, along with the public hearing
notice.

If you have any questions, regarding this information, please call.

Sincerely,
MSA, CONSULTING ENGINEERS

C--
~p;~
Terry J.
