The low bid received from Arcon Construction is approximately 16% <br />below this amount. Arcon Construction has previously completed similar projects. Most <br />recently in the City of Elk River, they completed the Western Area Improvements, <br />constructing trunk sanitary sewer and water out to the area of City Hall. <br />
