<br />rll -\) <br />( )j <br />ffi~ <br /> <br />ITEM 5.2 <br /> <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Mayor and City Council <br /> <br />FROM: <br /> <br />Patrick Klaers, City Administrator <br /> <br />DATE: <br /> <br />April 1, 1994 <br />., <br /> <br />SUBJECT: Boy Scout Storage Building <br /> <br />INTRODUCTION <br /> <br />The Boy Scout troops in Elk River have been looking for a site to construct a <br />storage facility. The Boy Scouts have approached the City to determine if it <br />has ,any sites that could be used for this purpose. Street Superintendent, Phil <br />Hals, has indicated that one possible site for a mini storage type of facility <br />may be the drainage parcel of property that the City owns directly east of <br />Pete's mini storage. <br /> <br />e <br /> <br />Prior to going through any conditional use permit or any other city process, I <br />recommended to the Boy Scouts that they review this concept with the City <br />Council. If the Council is absolutely opposed to any facility on this property, <br />or the disposal of city property for this purpose, then the Boy Scouts can <br />reevaluate their options and explore other opportunities. <br /> <br />Many details would have to be worked out before this proposal could proceed; <br />especially the liability issue as indicated in the attached material from the <br />Boy Scouts. If a facility is constructed in this area, it seem appropriate for <br />the City to consider disposal of some or all the property to the Boy Scouts and <br />simply retaining a drainage easement in this area. <br /> <br />Todd Anderson is anticipated to be in attendance at this City Council <br />meeting to review the Boy Scout proposal with the City Council. All <br />Councilmembers are encouraged to drive by this site to become familiar with <br />this area. <br /> <br />The parcel in question was obtained in 1989-90 through the tax forfeiture <br />process. The City paid assessments on this lot, plus $3,900 for the piece of <br />property. In a similar manner in the 1991-92 timeframe, the City purchased <br />Lot 1 directly west of the mini storage for recreation purposes. <br /> <br />e <br /> <br />P.O.
