Earlier this year, residents from Concord Street contacted <br />City staff regarding the possible upgrading and public takeover of their roadway. A visual <br />survey of the street was performed and an informational meeting was held in February with <br />the residents, at which time four options for the public takeover were discussed. Those four <br />options are listed below. <br /> <br />Option 1: <br />Option 2: <br />Option 3: <br />Option 4: <br /> <br />Bituminous roadway 26 feet wide with 3-foot aggregate shoulders. <br />32-foot wide gravel base roadway. <br />Bituminous roadway 22 feet wide with 2-foot gravel shoulders. <br />26-foot wide gravel base roadway. <br /> <br />After the informational hearing, the property owners submitted the attached petition which <br />is signed by 9 of the 12 to 13 owners abutting the street. The petition requests an <br />improvement of Concord Street in accordance with Option #3, which is a bituminous <br />surfaced roadway, 22 feet wide with 2-foot gravel shoulders. The petition goes on to request <br />a term of 15 years for the assessments at the current interest rate which they believe to be <br />approximately 6%. You will note on the petition they indicate the only unsigned property <br />owners are currently in the process of selling their properties and were not in favor of <br />signing the petition, but are aware of the actions of their neighbors. <br /> <br />Attached for the City Council's consideration is a draft resolution which declares the <br />adequacy of the petition and orders the feasibility study for the roadway improvement. We <br />would recommend City Council adopt the draft resolution and proceed with this project based <br />on the petition submitted. <br /> <br />230/195-1802.mar <br />
