ACH, CITY PLANNER~.e1L
MARCH 21,1994

DATE:

SUBJECT: UPDATE ELK PARK CENTER - PHASE
ONE

Development plans have been submitted by Kraus Anderson outlining all the
improvements that will be made as part of the first phase of Elk Park Center.
This entire package of plans will be reviewed by the Planning Commission at
a special meeting scheduled for March 29, 7:00 p.m., at City Hall. This item
will then be forwarded to the City Council at a special scheduled meeting on
Thursday, April 21, 7:00 p.m., at the City Hall.

e

Over the next couple of months, several items will be brought before the City
Council relative to the Elk Park Center development. Items such as the final
plat, developers agreement, PUD Agreement, request for various action on
public improvements being made as part of Elk Park Center, and review of
the first phase are all scheduled to occur over the next two months. With the
exception of a few minor modifications to the original schedule, all projected
meeting dates with the Planning Commission and City Council are on
schedule. In addition, Terry Maurer is also on schedule for completing the
plans and specifications for public improvements associated with the project.

Assuming the schedule is adhered to over the next two months, construction
on the trunk sewer and water main will begin in mid May. Shortly
thereafter, Target and Cub will begin on their buildings. Furthermore,
Wendy's has contacted the City and are in the process of preparing plans for
construction on one of the outlots along Highway 169. I suspect there may be
one or two additional requests for development on the outlots within the next
four to six months.

In summary, all the elements required of Elk Park Center appear to be
coming together. Although, there are a few issues relative to the developers
agreement that have not been worked through for presentation to the City
Council. These issues are expected to be clarified and incorporated in a
developers agreement for Council consideration next month.

e ccepc.doc

P.O.
