V 94-01 <br /> <br />ISSUE <br /> <br />Consider a five foot front yard building setback variance and a five foot <br />parking lot setback variance to the existing public library. <br /> <br />ATTACHMENTS <br /> <br />e February 22,1994 memo to the Planning Commission. <br /> <br />ANALYSIS <br /> <br />The City of Elk River is requesting a five foot front yard building setback <br />variance from Proctor Avenue and a five foot parking lot setback variance for <br />the existing public library and associated parking lot. The purpose of the <br />variance is to recognize the existing conditions which do not comply with <br />current code. The variance is being triggered by the conditional use permit <br />application for the expansion of the existing public library. The details of the <br />variance request are outlined in the memo to the Planning Commission. <br /> <br />PLANNING COMMISSION RECOMMENDATION <br /> <br />The Planning Commission recommended approval of the five foot front yard <br />building setback variance along Proctor Avenue and a five foot parking lot <br />setback variance based on the following findings: <br /> <br />1. Literal enforcement of the ordinance would cause unavoidable <br />hardship because of an existing condition which, at the time the <br />building was constructed, met City Code. <br /> <br />e <br /> <br />P.O.
