CU 94-02 <br /> <br />ISSUE <br /> <br />Consider a conditional use permit request by EOS Architecture to expand the <br />existing library. <br /> <br />LOCATION <br /> <br />413 Proctor Avenue <br /> <br />e <br /> <br />ATTACHMENTS <br /> <br />Revised Landscaping Plan, Report to Planning Commission <br /> <br />BACKGROUND <br /> <br />EOS Architecture is requesting a conditional use permit for a 4,450 square <br />foot addition to the existing library. The addition will consist of an expanded <br />reading area, circulation desk, and staff work area. Governmental buildings <br />are a conditional use in the RIC zoning district. The key issues involved <br />with this request include landscaping, parking, and drainage. Attached is a <br />copy of the report to the Planning Commission explaining the request in <br />detail. <br /> <br />PLANNING COMMISSION MEETING <br /> <br />e <br /> <br />At the February 22, 1994, Planning Commission meeting, the Commission <br />had some concerns relating to pedestrian access of the existing library and <br />landscaping. The Planning Commission discussed the idea of a second door <br />into the library along 4th Street, however, security concerns outweighed the <br />benefits of a second entrance. Rick Wessling, of EOS Architecture, has <br />revised the landscape plan and has added more landscaping between the <br /> <br />P.O.
