<br />rei -\) <br />( )j <br />~lk <br /> <br />AGENDA ITEM 5. <br /> <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />MAYOR AND CITY COUNCIL <br /> <br />FROM: <br /> <br />STEVE ROHLF, BUILDING AND <br />ZONING ADMINISTRATOR <br /> <br />MARCH 21, 1994 <51- <br /> <br />DATE: <br /> <br />SUBJECT: PUBLIC MEETING REGARDING <br />GRAVEL MINING <br /> <br />On Monday, March 21, 1994, starting at 6 p.m., at Elk River City Hall, there <br />will be a public meeting conducted by the Elk River City Council to take <br />comments regarding the Draft Environmental Impact Statement (DEIS) on <br />gravel mining. Appropriate staff members and consultants will be at this <br />meeting to aid the Council. <br /> <br />e <br /> <br />The purpose of the meeting is to see if there are any new issues or issues <br />that need to be further addressed prior to the final EIS. The intent is not to <br />address the issues at this meeting. In addition to the testimony at this <br />meeting, the Council will be receiving comments from State and Federal <br />agencies within the next month. All comments will be considered by the <br />Council in a meeting that staff anticipates being held in April. <br /> <br />The DEIS has already been delivered to the Council. There is an executive <br />summary at the beginning of the document as well as a colored map showing <br />what property is owned by the various gravel companies. As you read <br />through the document, Alternative A is mining at the status quo (in other <br />words, at the current rate in the existing pits). Alternative B is mining being <br />expanded into new areas at the anticipated rate and Alternative C is mining <br />being expanded into new areas as fast as it can be accomplished (worst case). <br /> <br />The DEIS looks at the typical issues of surface water, ground water, noise, <br />air quality, social and economic issues. There is also a transportation/land <br />use study report included as an addendum. Figure 4, in the land use section, <br />is a map depicting proposed final elevations after gravel mining as well as <br />adjusted transportation routes.
