<br />A.I -\.( <br />( )j <br />fii< River <br /> <br /> <br />A!renda Item 5.3. <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />MAYOR & CITY COUNCIL <br /> <br />FROM: <br /> <br />PAT KLAERS, CITY <br /> <br /> <br />DATE: <br /> <br />MARCH 3, 1994 <br /> <br />SUBJECT: WAGE INCENTIVE PROGRAM UPDATE <br /> <br />The Wage Incentive Program (WIP) associated with the 1993-94 Police Union <br />Contract went into effect on 12/31/93. The first tests (skills and physical <br />fitness) are scheduled for mid to late April. <br /> <br />. <br /> <br />The draft program was approved by the City Council on 3/1/93 with some <br />minor changes being reviewed. Regarding the issues discussed at the 3/1/93 <br />meeting (see attached minutes) the following WIP items should be noted: <br /> <br />1. The community service activity is not required to take place in Elk <br />River; <br />2. The education incentive must be job related; <br />3. There is no reference to illegal drugs as this in included in our City <br />Personnel Ordinance; and, <br />4. There are no weight restrictions included in this voluntary plan. <br /> <br />The weight restriction issue was the most difficult to address. The physical <br />fitness standards are higher than normal, so it was the belief of the <br />Committee that an employee would have to be in good physical condition and <br />not overweight if they could achieve the physical fitness wage incentive. <br />Also, the ADA law is in effect and can relate to obesity and discrimination <br />issues. These and other factors were reviewed by the WIP Committee at a <br />number of meetings and led to the recommendation that no weight <br />restrictions be incorporated into this voluntary plan. A motion to this effect <br />was unanimously approved at the most recent Committee meeting. <br /> <br />Attached for your review is the final draft WIP. The Council approved the <br />first draft a year ago and it is appropriate that they also accept and approve <br />this final draft. <br /> <br />. <br /> <br />John Dietz and I both sit on the WIP Committee and should be able to help <br />answer any questions the Council may have on this program. <br /> <br />ah:ccwip~d <br />P.o.
