MEMORANDUM TO: MAYOR & CITY COUNCIL FROM: PAT KLAERS, CITY DATE: MARCH 3, 1994 SUBJECT: WAGE INCENTIVE PROGRAM UPDATE The Wage Incentive Program (WIP) associated with the 1993-94 Police Union Contract went into effect on 12/31/93. The first tests (skills and physical fitness) are scheduled for mid to late April. . The draft program was approved by the City Council on 3/1/93 with some minor changes being reviewed. Regarding the issues discussed at the 3/1/93 meeting (see attached minutes) the following WIP items should be noted: 1. The community service activity is not required to take place in Elk River; 2. The education incentive must be job related; 3. There is no reference to illegal drugs as this in included in our City Personnel Ordinance; and, 4. There are no weight restrictions included in this voluntary plan. The weight restriction issue was the most difficult to address. The physical fitness standards are higher than normal, so it was the belief of the Committee that an employee would have to be in good physical condition and not overweight if they could achieve the physical fitness wage incentive. Also, the ADA law is in effect and can relate to obesity and discrimination issues. These and other factors were reviewed by the WIP Committee at a number of meetings and led to the recommendation that no weight restrictions be incorporated into this voluntary plan. A motion to this effect was unanimously approved at the most recent Committee meeting. Attached for your review is the final draft WIP. The Council approved the first draft a year ago and it is appropriate that they also accept and approve this final draft. .
