One of these issues was the commercial fire inspections program that is <br />reviewed in a separate memo from myself. Additionally, staff has previously distributed <br />(on 1/21/94) the City personnel ordinance and the City job descriptions. Both of these <br />documents need some updating. The job descriptions need to be updated to comply with <br />the requirements of the Americans with Disability Act. The personnel ordinance needs to <br />be updated based on new laws that have been approved at the State and Federal level <br />since this ordinance was adopted. However, both of these documents have served the <br />City very well as guidelines over the past few years. <br /> <br />COMP ARABLE WORTH UPDATE <br /> <br />The City Council also requested comparable worth information. I understand this topic <br />will be discussed to a certain degree at this meeting. The comparable worth law was <br />passed in the early 1980's and required governmental units to pay comparable wages for <br />comparable work. It was clearly the intent of this law to raise the wages for positions that <br />were dominated by female employees. It was anticipated that when government began <br />paying higher wages to these positions that the private industry would follow <br />accordingly. The difficulty in implementing this law was determining what comparable <br />worth and work was between various positions. Most of the metropolitan cities <br />collectively hired a consultant (Control Data) to try and determine comparable worth <br />between positions based upon a number of factors including problem solving, know how, <br />responsibility, and working conditions. The City participated in the original 1986 study <br />and has recently participated in the 1994 update of the joint compensation study. <br /> <br />e <br /> <br />Attached for your review are the results of the 1986 joint compensation study that shows <br />"benchmark" positions and point rankings for these typical City positions. As a <br />participant of this 1986 study, all Elk River employees also filled out forms which <br />described their individual positions.
