<br />e <br /> <br />e <br /> <br />. <br /> <br />FEE 04 '94 07:40 CUST RELATIONS GRP <br /> <br />P.2/2 <br /> <br />ITEM 5.4 <br /> <br />InterOffice Memo <br />To: :Elk River City Council <br />I <br /> <br />From: Elk River-Planning Commission <br />Date: Februmy 4.1994 <br />Subject: Clarification of Role in Capital Improvement Plan <br /> <br />The Planning Commission would like to clarify our role in the Capital Improvement Plan process at the <br />Febnwy 1 meeting with the City Council. <br /> <br />The state enabling act states that one of the responsibilities of the citizen Planning Commission is to take <br />a role in the cities Capital Improvement Plan. While no specific responsibilities are listed, we believe that <br />the Planning Commission can add value to the process in the following ways: <br /> <br />. We can review the plan and ensure that it remains consistent with the Growth Management Plan. <br /> <br />. Partieu1ally in this year when we are revising our Growth Management Plan. we should make <br />sure that the goals stated in the Growth Management Plan are consistent with the actions that <br />will be taken by the Capital Improvement Plan. <br /> <br />. We can provide feedback on the Plan from the perspective of citizens taking a land use view <br />rather than from a staff view. While these views may not differ. at least another constituency will <br />be polled. <br /> <br />We request that we be abl~ to review and comment on a draft of the Capital Improvement Plan. Our <br />comments may be helpful in the finalization of the plan. At the very least, we will be able to incorporate <br />the Capital Improvement Plan into our revision of the Growth Management Plan. <br />
