ACH, CITY PLANNER~ <br /> <br /> <br />TO: <br /> <br />DATE: JANUARY 18, 1994 <br /> <br />SUBJECT: STAFF UPDATE <br /> <br />Code Amendment for Accessory Buildinqs <br /> <br />Over the past year the City of Elk River has received forty <br />conditional use permit requests, of which, ten have been <br />related to accessory structures. This increase in requests for <br />conditional use permits for accessory structures has sparked <br />the need for a review of accessory structure ordinance to <br />consider possible amendments which will establish reasonable <br />maximum square footage requirements and help streamline the <br />permitting process for accessory structures. <br /> <br />e <br /> <br />At the December Planning Commission meeting, staff presented <br />the Planning Commission with a brief memo and survey of various <br />communities outlining standards for accessory build~ngs. Staff <br />will be presenting to the Planning Commission on January 25th, <br />a proposed code amendment that will establish maximum sizes for <br />accessory structures, architectural requirements, and <br />locational standards. This ordinance will in turn be presented <br />to the City Council at the March 21st meeting for Council <br />consideration. <br /> <br />Elk Park Center <br /> <br />Staff has been in continued contact with Kraus-Anderson and <br />their consultants to finalize various plans and complete <br />information necessary for Terry Maurer to include in his <br />feasibility reports. In the upcoming weeks, staff is planning <br />to meet with Kraus-Anderson to establish a schedule of various <br />actions that need to occur prior to commencing construction on <br />Elk Park Center. This schedule is important so key Council <br />meetings are met on time allowing construction of public <br />improvements to begin sometime in Mayor June. This may seem <br />far off, however, there is a lot of work and meetings before <br />the first shovel is turned. <br /> <br />e <br /> <br />The next item brought before the City Council will be the <br />feasibility report. The Council can expect to see this report <br />possibly as early as February 7th. The feasibility report will <br />discuss public improvements necessary to serve Elk Park Center <br />and surrounding areas (i.e. Hillside Estates). In addition, <br />necessary road improvements to accommodate each phase of Elk <br />Park Center will be identified.
