ACH, CITY PLANNE~ <br /> <br />DATE: JANUARY 18, 1994 <br /> <br />SUBJECT: CODE AMENDMENT ESTABLISHING <br />BUSINESS PARK ZONING ORDINANCE <br /> <br />ISSUE <br /> <br />Consider a request to amend the zoning ordinance establishing a <br />Business Park zoning district and ordinance. <br /> <br />ATTACHMENTS <br /> <br />Ordinance 94- <br />Planning Commission Report dated 12/28/93 <br /> <br />BACKGROUND <br /> <br />e <br /> <br />In 1990, a Focus Area Study was completed by BRW, Inc., which <br />identified four areas of Elk River and provided an in-depth <br />analysis of future land use opportunities. One of the areas <br />identified encompassed an area lying west of City Hall and <br />Orono Park extending to the City's western limits between <br />Highway 10 and County Road #30. The major land use element <br />discussed for this area was the creation of a business park. <br />In order to implement the concept of a business park, an <br />ordinance has to be established. Therefore, staff has prepared <br />the attached business park ordinance which sets forth standards <br />and guidelines to ensure that all development within the park <br />maintains an attractive "business park" image. <br /> <br />This ordinance has been reviewed by the Business Park Task <br />Force and the Planning Commission at both a workshop and a <br />regular public hearing. Comments from both groups, as well as <br />information from the Focus Area Study analysis have been <br />incorporated into the proposed ordinance. The City Attorney <br />and myself have also reviewed the ordinance for interpretation <br />conflicts and contents to make sure the ordinance's structure <br />maintains its integrity and the intent of the business park is <br />met. <br /> <br />Attached is the report to the Planning Commission which <br />provides additional background information as well as a brief <br />description of each section of the ordinance. <br /> <br />PLANNING COMMISSION RECOMMENDATION <br /> <br />e <br /> <br />The Planning Commission unanimously <br />proposed ordinance establishing a <br /> <br />recommended approving the <br />business park district and <br /> <br />P.O.
