Discussion centered on the <br />concept of adding one or more non-elected residents to serve on <br />the EDA. Following discussion on this matter, EDA President <br />Jeff Gongoll requested that the EDA Commissioners who are also <br />the five elected Councilmembers reflect on the EDA's <br />composition and discuss it again at the Council's meeting on <br />January 3, 1994. <br /> <br />BACKGROUND/DISCUSSION <br /> <br />e <br /> <br />In November and December of 1992, EDA Commissioners and the <br />City Council discussed the concept of adding at least one more <br />non-elected resident to serve on the EDA. This discussion <br />progressed to a December 7, 1992, City Council public hearing. <br />The hearing was continued to February 1, 1993. It was the <br />consensus of the City Council for the EDA to remain as a <br />seven-member Commission comprised of five elected members and <br />two non-elected members for at least one year. It was <br />generally agreed that this issue would be discussed again in <br />the future - at some time prior to the next election. A <br />discussion on the statutory provisions of an EDA composition <br />follows. <br /> <br />An EDA may be comprised of either three, five, or seven <br />Commissioners. A three-member EDA must include at least one <br />member of the City Council; a five- or seven-member EDA must <br />include at least two members of the City Council. To that end, <br />should Councilmembers choose to modify the EDA's composition, <br />it may add one, two, or three more non-elected residents to <br />serve in an at-large capacity. <br /> <br />Should this initiative move forward, the City Council must <br />modify the EDA's enabling resolution. This requires a public <br />hearing - and the notice of the hearing must be published in a <br />newspaper of general circulation within the City once a week <br />for two consecutive weeks. The first publication must appear <br />not more than thirty days from the date of the public hearing. <br /> <br />e <br /> <br />P.O.
