<br /> <br />Item 9. <br /> <br />MEMORANDUM <br /> <br />TO: Mayor and City Council <br />FROM: Terry Maurer, City Engineer~ <br />DATE: July 10, 2006 <br /> <br />SUBJECT: Update on Various Transportation Issues <br /> <br />The following is a quick update on various transportation issues that the Engineering <br />Department is continuing to work on. At Monday evening's meeting, I will be in attendance <br />for more detailed discussion on any of these issues. <br /> <br />1. School Street/Jackson Avenue Intersection Analysis <br /> <br />We are currently fInishing up our analysis on the intersection geometries at School Street <br />and J ackson Avenue, as previously authorized by the City Council. Our initial findings <br />appear to indicate that adding left turn arrows on all four legs and dedicated left turn <br />lanes on Jackson Avenue north and south is a workable solution. The levels of service in <br />the a.m. and p.m. peak hour and the school peak hour appear to be well within <br />reasonable ranges. The one small negative is that by combining southbound Jackson <br />through and right turn movements in order to get a dedicated left turn, there is a fairly <br />large queue in the morning due to school traffic. We will be completing our report in <br />the next couple of weeks and look for an opportunity to update the City Council in more <br />detail and get direction on how to proceed. <br /> <br />2. Highland Road Improvement <br /> <br />. The preconstruction meeting for the Highland Road Improvement Project was held a <br />couple of weeks ago and the contractor is scheduled to begin on Monday, July 10, 2006. <br />Attached is a copy of the newsletter that was sent to all the affected property owners. <br />These include properties adjacent to Highland Road and those that are dependent on <br />Highland Road for accessing their individual homes. We are working with the <br />contractor, Bauerly Brothers, Inc., on a Change Order for the addition of sanitary sewer <br />at the west end. When that Change Order is complete, we will present it to the City <br />Council for direction on how to proceed. <br />
