<br /> <br />City of Elk River <br />REQUEST FOR COUNCIL ACTION <br />Agenda Section Meeting Date <br />En ineerin une 19, 2006 <br />Item Description <br />2006 Bituminous Overlay Public Hearing/Assessment Hearin <br /> <br /> <br />Introduction <br /> <br />The City Council has ordered the public hearing/assessment hearing for the 2006 Bituminous <br />Overlay to be held at tonight's meeting. All the appropriate notices have been posted in the local <br />paper and mailed to the affected property owners. <br /> <br />Discussion <br /> <br />As directed by the City Council, bids were opened for the 2006 Bituminous Overlay last Tuesday, <br />June 13th. There were a total of four bids received. The following is a listing of the bidders and <br />their total bids. A complete bid tabulation is attached. <br /> <br />Northwest Asphalt, Inc. <br />Harddrives, Inc. <br />Bauerly Brothers, Inc. <br />North Valley, Inc. <br /> <br />$732,686.15 <br />$754,008.75 <br />$778,998.84 <br />$787,556.20 <br /> <br />The low bid received from Northwest Asphalt, Inc. is approximately 12 percent under the <br />feasibility estimate. <br /> <br />At Monday evening's meeting, the public hearing/assessment hearing for the project is scheduled. <br />I will be prepared with a presentation that will discuss why we do these types of projects, show <br />some photographs from the various areas proposed to be overlaid, and go through the <br />assessment analysis. Allowing a small percentage for contingency above the bid of Northwest <br />Asphalt, Inc., since it is a per unit contract, I will be prepared to recommend that the City Council <br />reduce the assessment rate per unit from $2,300 to $2,150. <br /> <br />There are six properties located in Deerfield 2nd Addition that have frontage along 19?/198th <br />Avenue. These properties were inadvertently included in the proposed assessment roll for the <br />2006 Bituminous Overlay, when they had previously paid an assessment for an overlay of <br />197th / 198th Avenue in 2001. I will be recommending that these six properties be dropped from <br />the assessment roll. <br /> <br />At the close of the public hearing/assessment hearing, it would be appropriate for the City <br />Council to consider adoption of the attached resolutions.
