<br /> <br />ITEM 4. <br /> <br />TO: <br /> <br />MAYOR AND CITY COUNCIL <br /> <br />FROM: <br /> <br />STEPHEN ROHLF, BUILDING AND ZONING <br />ADMINISTRATOR <br /> <br />MARCH 22, 1993 ~ <br /> <br />DATE: <br /> <br />SUBJECT: ADMINISTRATIVE SUBDIVISION REQUEST <br />BY GWEN PETERSEN/PUBLIC HEARING, <br />CASE NO. AS 93-01 <br /> <br />This issue was tabled from the City Council's March 15, 1993, <br />meeting so perc test and soil boring data could be considered. <br />That information is attached to this memo. <br /> <br />Three soil borings were taken, which can be noted on the <br />attached data sheet. Borings #1 and #3 indicate the current <br />water table is at approximately 4 1/2 feet below the proposed <br />house location. Also note, modeled soil (which is an <br />indication of the historic high water table) is only 14-18 <br />inches below the proposed house location. <br /> <br />Staff will require a house built on this site to: <br /> <br />. <br /> <br />1. <br /> <br />HAVE A MOUND SYSTEM, WHICH WILL REQUIRE A SEWER <br />EJECTOR SYSTEM INSIDE THE HOUSE. <br /> <br />2. HAVE THE LOWEST FLOOR 1 FOOT ABOVE MODELED SOIL <br />INCLUDING, A CRAWL SPACE FLOOR IF MECHANICAL <br />EQUIPMENT IS PROPOSED IN THE CRAWL SPACE. THIS WILL <br />REQUIRE REMOVAL OF THE ORGANIC SOIL ONLY AND HAVING <br />FOOTINGS AT THE EXISTING GRADE. <br /> <br />3. POSITIVE DRAINAGE AWAY FROM THE HOUSE. TO AID THIS, <br />STAFF WOULD SUGGEST DRAIN TILE, ALTHOUGH IT IS NOT <br />REQUIRED BY BUILDING CODE. <br /> <br />Because of the limitations this site presents, staff would not <br />typically recommend approval of the creation of this lot. <br />Someone purchasing a lot such as this would end up with extra <br />expense that should not be expected. <br /> <br />Staff has issued a building permit for this site with the <br />stipulations listed above. The permit was issued on the <br />existing 80 acre parcel. It is at Ms. Petersen's own risk that <br />the lot split is approved. <br /> <br />. <br /> <br />Staff feels the situation with this proposed lot split is <br />different than most because is it not a buyer beware <br />situation.
