<br /> <br />ITEM 4 <br /> <br />TO: MAYOR & CITY COUNCIL <br /> <br />FROM: WILLIAM RUBIN, ED COORDINATO~~ <br /> <br />DATE: MARCH 4, 1993 <br /> <br />SUBJECT: GRANT SPONSORSHIP/OLD COURTHOUSE <br />PROJECT <br /> <br />INTRODUCTION <br /> <br />At its March 8, 1993 meeting, the Elk River City Council will <br />be asked by a group lead by John Kuester to sponsor a grant <br />request to purchase and rehabilitate the old courthouse and <br />County Administration building in downtown Elk River. <br /> <br />BACKGROUND <br /> <br />. <br /> <br />This request was considered by the City Council at its February <br />22, 1993, meeting. At that meeting, a motion was approved <br />which required Sherburne County to formally request that the <br />City of Elk River consider sponsoring the ISTEA Grant. This <br />item was discussed by the County Board at its meeting on March <br />2, 1993. The Board, ~n turn, adopted a motion which requests <br />that the City of Elk River consider sponsorship of the grant. <br /> <br />To review the ISTEA (Intermodal Surface Transportation <br />Efficiency Act) program, MnDOT will fund up to 80% of projects <br />that have been grouped into three categories - pedestrian and <br />bicycle, historic, and scenic and environmental. Mr. Kuester's <br />group seeks the City as the conduit or pass through agency for <br />his group to receive the ISTEA funds. As with the discussion <br />on February 22, concerns rest with this group securing an <br />owner/operator for the rehabilitated structure and for the <br />additional 20% local share that is not funded through the ISTEA <br />Grant. <br /> <br />ACTION REQUESTED <br /> <br />Following a presentation by John Kuester, the City of Elk River <br />will be asked to support a grant to enable a citizens group (or <br />County Historical Society) to acquire and rehabilitate the old <br />county courthouse. <br /> <br />. <br /> <br />720 Dodge Avenue N.W., Elk River, Minnesota 55330 (612) 441-7420 <br />
