<br /> <br />ITEM 3. 1. <br /> <br />TO: MAYOR & CITY COUNCIL <br /> <br />FROM: WILLIAM RUBIN, ED COORDINATO~VZ- <br /> <br />DATE: FEBRUARY 3, 1993 <br /> <br />SUBJECT: CONSIDER REQUEST FOR A PUBLIC <br />HEARING FOR THE TESCOM TIF PLAN <br /> <br />INTRODUCTION <br /> <br />At its February 8 meeting, the Elk River City Council will be <br />asked to schedule a public hearing to consider a Tax Increment <br />Financing Plan for Tax Increment District No.9. A public <br />hearing to consider the TIF Plan is requested for March 8, 1993. <br /> <br />BACKGROUND <br /> <br />. <br /> <br />This TIF request was considered by the Elk River EDA at its <br />meeting earlier on February 8. Assuming the EDA authorizes the <br />preparation of a TIF Plan, and, assuming that the EDA <br />recommends that the City Council schedule a public hearing on <br />this matter, the Council is asked to schedule a public hearing <br />as well. <br /> <br />Below is the proposed timetable to complete the Tescom TIF Plan: <br /> <br />February 8 - City Council sets public hearing date to <br />consider TIF Plan. <br /> <br />Mid February- TIF Plan is sent to School District and <br />County. <br /> <br />February 16/17 - County Board Meeting. <br /> <br />February 23 - School Board Meeting. <br /> <br />February 23 - Planning Commission reviews TIF Plan. <br /> <br />February 24 - Public hearing notices published in the Star <br />News. <br /> <br />March 8 - EDA conducts public hearing; reviews and <br />adopts TIF Plan. <br /> <br />March 8 - City Council conducts public hearing on TIF <br />Plan. <br /> <br />. <br /> <br />720 Dodge Avenue N.W., Elk River, Minnesota 55330 (612) 441-7420 <br />
