<br />e <br /> <br />SPECIAL JOINT WORKSESSION MEETING OF THE ELK RIVER <br />ECONOMIC DEVELOPMENT AUTHORITY, <br />HOUSING AND REDEVELOPMENT AUTHORITY, AND CITY COUNCIL <br />HELD AT THE ELK RIVER CITY HALL <br />MONDA V, OCTOBER 11, 1999 <br /> <br />EDA Members Present: President Dwyer; Commissioners Klinzing, Thompson, Motin, <br />Farber, Bender and Gongoll <br /> <br />EDA Members Absent: None <br /> <br />HRA Members Present: Commissioners Toth, Wilson, and Thompson <br /> <br />HRA Members Absent: Commissioners Hinkle and Kropuenske <br /> <br />Council Members Present: Council member Dietz <br /> <br />Council Members Absent: None <br /> <br />Staff Present: <br /> <br />Director of Economic Development Paul Steinman; Sandra Peine, <br />City Clerk; Pat Klaers, City Administrator <br /> <br />e <br /> <br />EDA President Dwyer called the joint meeting of the Economic Development Authority, <br />Housing and Redevelopment Authority, and City Council to order at 5 p.m. <br /> <br />Director of Economic Development Paul Steinman explained that a modification <br />committee reviewed the original strategic plan that was adopted in May 1997, The <br />purpose of the committee was to re-examine the four major issues of the Economic <br />Development Strategic Plan. Paul explained that the Modification Committee <br />reprioritized the four original issues. The major modification to the plan involved the <br />central business district moving to a lower priority and the addition of "Marketing <br />Strategy. " <br /> <br />Paul Steinman explained that the "draft" action plan has been slightly altered after <br />direction was received from the EDA and City Council last month, He noted that the <br />plan has been given a timeframe of 2000-2003. He also noted that specific action items <br />in the plan have been re-worded to imply that staff will not implement certain action <br />items prior to receiving direct EDA or City Council approval. <br /> <br />Paul Steinman questioned whether there were any additions or deletions to the Action <br />Plan, Paul Motin suggested including language in #4 regarding development of <br />Highway 10. He noted that the present plan includes redevelopment issues but is lacking <br />mention of development, Paul Steinman indicated that he would make the necessary <br />changes to the plan to address new development on Highway 10. Paul Steinman <br />indicated that he would also be adding the King and Main Street site to the plan. <br /> <br />e <br /> <br />It was the consensus of those present that the "draft" plan presented by the Director of <br />Economic Development addressed the previous concerns of the EDA and City Council. <br />Paul Steinman noted that he would present the final plan to the EDA, HRA and City <br />Council at their next meetings. <br />
