Call Meetina To Order <br /> <br />Pursuant to due call and notice thereof. the meeting of the Elk River Economic <br />Development Authority was called to order at 5:20 p.m. by President Gongoll. <br /> <br />2. Consider Aaenda <br /> <br />COMMISSIONER DWYER MOVED TO APPROVE THE AGENDA. COMMISSIONER <br />DUITSMAN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />e <br /> <br />3. <br /> <br />Discussion on Develooment Proiects and Inauiries <br /> <br />Executive Director Pat Klaers indicated that Jerry McChesney has made a <br />request for TIF assistance. The Executive Director indicated that Mr. McChesney is <br />proposing to build a new facility on a lot in the McChesney Industrial Park. The <br />concern over this issue is the city providing land write down assistance for <br />property which the applicant already owns. Other issues included the building <br />construction quality, the desire to treat local businesses in a similar manner, and <br />the creation of new jobs. The EDA discussed the state required "but for" clause. <br />It was determined that the project could not take place but for city TIF assistance. <br /> <br />The EDA discussed the eligible TIF expenses. It was concluded that the eligible <br />expenses could include items such as parking lot improvements, landscaping, <br />extension of sewer and water from the street to the building site and site <br />improvements. <br /> <br />President Gongoll indicated his concern of setting a precedent of the EDA <br />purchasing land that is already owned by the developer. <br /> <br />Following further discussion it was the consensus of the EDA to support the TIF <br />proposal for land write-down on a pay-as-you-go basis following an appraisal <br />and that the amount not exceed 15%. <br /> <br />4. <br /> <br />Other Business <br /> <br />. <br /> <br />There was no other business. <br />
