Call Meetina To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River Economic <br />Development Authority was called to order at 5:50 p.m. by Chair Gongoll. <br /> <br />2. Consider March 25. 1996. EDA Aaenda <br /> <br />COMMISSIONER DWYER MOVED TO APPROVE THE EDA AGENDA. COMMISSIONER <br />FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />e <br /> <br />3. <br /> <br />Discuss Business Incubator Proaram <br /> <br />President Gongoll explained that the Business Incubator Committee met on <br />March 13, to consider entering into a contract with Harlan Jacobs. The draft <br />contract was presented to the EDA for its review. President Gongoll indicated <br />that the main purpose of the EDA meeting is to review the services that Mr. <br />Jacobs will provide and to begin discussion on how the city moves forward in <br />developing a business incubator program. <br /> <br />President Gongoll introduced Mr. Harlan Jacobs, president of Genesis Business <br />Centers. Mr. Jacobs explained that the City must first obtain a space for the <br />companies to operate and reviewed the process of acquiring space. Discussion <br />was held regarding the possible L'se of the county building. It was decided that <br />the City Administrator will discuss this issue with County officials. <br /> <br />Discussion was held regarding the necessary capital to start an incubator <br />business. Mr. Jacobs encouraged the EDA to identify institutions who might be <br />interested in investing in the Anoka County Capital Fund. He also suggested <br />writing letters to the U.S. Department of Treasury asking for support of the Anoka <br />County Capital Fund. Mr. Jacobs suggested that the EDA look into the possibility <br />of assisting in the creation of a 501 C3 non-profit entity. <br /> <br />e <br /> <br />Discussion was held regarding the type of management expertise that Mr. Jacobs <br />would be able to provide for the start up businesses. Mr. Jacobs stated that the <br />present contract does not provide for management service at this time, however, <br />
