<br /> <br />City of Elk River <br />REQUEST FOR COUNCIL ACTION <br />Agenda Section Meeting Date <br />En ineerin Ma 15, 2006 <br />Item Description <br />Highland Road Assessment Hearing <br /> <br /> <br />Introduction <br />The Highland Road Improvement assessment hearing is scheduled for this evening's Council <br />meeting. I will be prepared with a brief PowerPoint presentation and available to answer <br />questions that the Council or public may have. <br /> <br />Discussion <br />Part of my presentation will touch on the property owners' rights relative to appeal of an <br />assessment. It is important to remember that property owners must submit a written objection at <br />or before the assessment hearing in order to preserve their right to appeal an assessment. Simply <br />speaking at the public hearing and voicing an objection is not sufficient to preserve the right to <br />file an objection with the district court. <br /> <br />At the close of the assessment hearing, it would be appropriate for the City Council to consider <br />the attached resolution which adopts the final assessment roll. This resolution can be adopted <br />with any revisions to the assessment roll the City Council deems appropriate after hearing <br />testimony from the public. <br /> <br />Financial Impact <br />The feasibility report estimates the total project cost at $1,365,000. Approximately $308,750 is <br />proposed to be assessed to abutting property owners. The remaining $1,056,250 is proposed to <br />be funded through a combination of Municipal State Aid funds, City Sewer Department funds, <br />and Elk River Municipal Utilities funds. <br /> <br />Attachments <br />.
