<br />e <br /> <br />SPECIAL MEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY <br />HELD AT THE ELK RIVER CITY HALL <br />MONDAY, OCTOBER 25, 1993 <br /> <br />Members Present: <br /> <br />President Gongoll, Commissioners Holmgren, Scheel, <br />Dietz, Duitsman, Dwyer, and Farber <br /> <br />Members Absent: <br /> <br />None <br /> <br />Staff Present: <br /> <br />Bill Rubin, Economic Development Coordinator; Sandra <br />Thackeray, City Clerk; Pat Klaers, Executive Director <br /> <br />1. Call Meeting To Order <br /> <br />Pursuant to due call and notice thereof, the special meeting of the Elk <br />River City Council was called to order at 5:45 p.m. by President <br />Gongoll. <br /> <br />2. Consider a Request by Chris Bulow/Bruce Company for an Exclusive <br />Option on the EDA Main Street Redevelopment Site <br /> <br />e <br /> <br />President Gongoll stated that the EDA is meeting in special session to <br />discuss the City Council action taken on October 18, in regard to the <br />Kjellberg request for Tax Increment Financing. President Gongo1l <br />stated that Council action on October 18th to delay the TIF hearing may <br />jeopardize the project. He stated that the Kjellberg TIF request is <br />valid and should move forward in a timely manner. <br /> <br />Commissioner Duitsman stated that he requested that the TIF hearing be <br />postponed until he is back from vacation in December. He further <br />indicated that this is the only action the City Council took on October <br />18, regarding the Kjellberg project. He further indicated that he has <br />no problems with authorizing an exclusive option, but would insist on <br />holding the right to make his decision when it is time to vote for the <br />Tax Increment Financing. He further stated that for the long term <br />viability of the downtown area, the business needs to turn around and <br />face the river. <br /> <br />Commissioner Dwyer indicated that he understands the need for Chris <br />Bulow to have an exclusive option on the site at this time as the <br />development company will be expending funds. <br /> <br />COMMISSIONER HOLMGREN MOVED TO GRANT AN EXCLUSIVE OPTION OF 120 DAYS ON <br />THE EDA MAIN STREET REDEVELOPMENT SITE TO THE BRUCE COMPANY PROVIDED. <br />COMMISSIONER DWYER SECONDED THE MOTION. THE MOTION CARRIED 6-1. <br />Commissioner Farber opposed. <br /> <br />3. <br /> <br />Refund of TIF Application Fees <br /> <br />e <br /> <br />Bill Rubin stated that the current application fee for TIF is ten <br />percent of the tax increment requested, up to a maximum fee of $5,000. <br />He stated that given the circumstances surrounding the request for TIF <br />District No. 12, he felt it appropriate to look at each application on <br />
