MEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL CONFERENCE ROOM MONDAY, JANUARY 29, 1990 Members Present: Chairman Tralle, Commissioners Holmgren, Dobel, Schuldt and Kropuenske Members Absent: None Staff Present: Pat Klaers, City Administrator; Dick Fursman, Economic Development Coordinator 1. Call Meetin~ to Order Pursuant to due call and notice thereof, Chairman Tralle called the meeting of the Economic Development Authority to order at 6:45 p.m. 2. Consider 1/29/90 EDA A~enda It was the consensus of the EDA that the agenda was acceptable as submitted. 3. Consider 1/~/90 EDA Minutes COMMISSIONER HOLMGREN MOVED TO APPROVE THE 1/8/90 EDA MINUTES. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0-1. Commissioner Dobel abstained as he was absent from this meeting. 4. Mork Clinic Develop~~~~ement Dick Fursman, Economic Development Coordinator, explained that the EDA must approve the Redevelopment Agreement between the City of Elk River and Anoka Medical Properties. He indicated that there has been a few cosmetic changes made to the original agreement, but that the changes do not alter the potential liabilities to the City. A copy of the Redevelopment Agreement is attached with these minutes. COMMISSIONER KROPUENSKE MOVED TO ADOPT THE TAX INCREMENT FINANCING REDEVELOPMENT AGREEMENT BETWEEN THE CITY AND ANOKA MEDICAL PROPERTIES. COMMISSIONER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 5-0. 5. Other Busines~ The Economic Development Coordinator informed the EDA that there will be a meeting on February 12, 1990. Topics for the meeting include final adoption of motel TIF, discussion on EDA applicants, and adoption of the 3 bylaw changes discussed by the EDA on 1/8/90.
