<br />. <br /> <br />. <br /> <br />. <br /> <br />MEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY <br />HELD AT THE ELK RIVER PUBLIC LIBRARY <br />MONDAY, JULY 17, 1989 <br /> <br />Members Present: Commissioners Tralle, Schuldt and Dobel <br /> <br />Members Absent: <br /> <br />Commissioners Holmgren and Kropuenske <br /> <br />Staff Present: <br /> <br />Dick Fursman, Economic Development Coordinator; Pat <br />Klaers, City Administrator; Tim Keane, City Attorney <br /> <br />1. Pursuant to due call and notice thereof, the meeting of the Elk River <br />Economic Development Authority was called to order at 6:30 p.m. by <br />Commissioner Tralle. <br /> <br />2. Consider 7/17/89 EDA Agenda <br /> <br />COMMISSIONER SCHULDT MOVED TO APPROVE THE JULY 17, 1989, EDA AGENDA. <br />COMMISSIONER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />3. Consider 7/10/89 EDA Minutes <br /> <br />COMMISSIONER DOBEL MOVED TO APPROVE THE JULY 10, 1989 EDA MINUTES. <br />COMMISSIONER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />4. <br /> <br />Presentation of Marketing Ideas for Old Hardware Site <br /> <br />Dick Fursman, Economic Development Coordinator, indicated to the Council <br />that the City is contemplating drafting an RFP for the Jenne property. <br />He indicated that RFP's would go to local and outside developers and <br />banks for distribution. Mr. Fursman questioned the Council whether there <br />was a certain type of development that they felt would best suit the City <br />in that particular area. <br /> <br />Commissioner Dobel questioned whether there was any input from the <br />property owners regarding what could be developed in the area. <br /> <br />Mayor Tralle indicated that he would like to keep retail <br />He also felt that a restaurant would be a good idea. <br />that he would not be in favor of making the area <br />complex as it would distract from the downtown area. <br /> <br />on street level. <br />He further stated <br />a complete office <br /> <br />Mr. Fursman reviewed with the Council the steps he would be taking in <br />sending out the Request for Proposals. He indicated that he would <br />contact a firm and get on a commercial real estate listing. Mr. Fursman <br />also indicated that the City should narrow their focus as to what should <br />happen to the property by taking a look at what could happen to the <br />entire block. Mr. Fursman indicated that one of the elements the Council <br />should consider is the use of the condemnation procedure for this site. <br />Mr. Fursman suggested setting a date for the marketing where the City <br />will purchase the property outright. Mayor Tralle indicated he concurred <br />with this idea but stated he would like a full Council to consider the <br />proposal and requested that it be brought back to the Council at a future <br />date. <br />
