<br /> <br />INFO MAl N <br /> <br />MEMORANDUM <br /> <br />FROM: <br /> <br />Mayor and City Council <br />Lori Johnson, City Administrator <br /> <br />Scott Clark, Community Development Director~~ <br /> <br />TO: <br /> <br />.,,-v" <br /> <br />DATE: May 3, 2006 <br /> <br />SUBJECT: Density Transfer and Tree Preservation Ordinances <br /> <br />Approximately one month ago, City staff met with the Natural Resources Inventory- (NRI) <br />Task Force to renew discussions regarding three items that came out of the Natural <br />Resources Inventory process. These items include: 1) Wetland Buffer Ordinance (to be <br />reviewed by the Planning Commission and Council in May); 2) Tree Preservation Ordinance; <br />and 3) Density Transfer Ordinance. <br /> <br />Staff's proposes the following schedule to address the Density Transfer and Tree <br />Preservation Ordinance: <br /> <br />1. The City's new Planning Manager (start date - May 18th) will research these two <br />areas as a first assignment. <br />2. As part of the recent NRI discussion, there was agreement that a total re-write of the <br />Density Transfer and Tree Preservation Ordinances will be necessary. <br />3. Staff will meet with Paul Paige to develop a concept for these ordinances. Staff was <br />of the opinion that there was vety little economic incentive in the original Density <br />Transfer language. <br />4. Staff proposes that the Density Transfer Ordinance be presented to the City Council <br />in July for concept review. Prior to this meeting, staff will have additional meetings <br />with the NRI Task Force sometime in late June and a follow-up with the Planning <br />Commission to present a new concept. <br /> <br />If this schedule meets the Council's approval, staff will proceed as outlined above. <br /> <br />S:\Cornmunity Development\Scott Clark\NRl\05 03 06 memo.doc <br />
