<br />ELK RrvLR PLA}TIfING CO~TI~ISSIONS ~~ING <br /> <br />The Elk River Planning CO~llission Meeting was held September 29, 1975. <br /> <br />Members present: <br /> <br />Albert Bailey <br />Cliff Lundberg <br /> <br />Larry Toth <br />Dick Gongoll <br /> <br />The hearing regarding a 20' x 24' addition for a garage on the Leonard Kokott residence <br />was held at 7:30 p.m. There were no dissenting opinions and also there was a letter <br />from the immediate neighbor recommending approval of this variance. Upon motion, the <br />commission passed the variance for this garage. <br /> <br />Elk River Home and Improvement Company brought in their proposed plat for further discussion. <br />They indicated they have been unable to negotiate the didication of the 33' roadway from <br />the adjacent property o1~er, the Nickerson'so They were asking for suggestions for the ex- <br />tention of the streets in the plato It appeared the two options would be either a culdesac <br />at the end of each street or allow a street to be built on the 33' roadway with a 26' <br />to 28' mat, continuing Gates, as a way of solving this present problem. The developers' <br />also agreed to a performance bond and have already attached house n~bers to their pre- <br />limina~T plat. Mr. Johnson, his attorney and part .of the development company indicated <br />he would prepare necessary quick-claim documents and present them to the council as soon <br />as possible. With these final changes being made, the plai could be reccommended for <br />final approvale <br /> <br />'.Jerry McChesney attended, indicating he was entering into a purchase agreement for ap- <br />proximately 12 acres of land contiguous to the Meadotvvale Builder's land. He informed <br />the Commission he vms applying for a light industrial zoning change with the County <br />Planning Commission and also would be continuing the effort to have this piece ap~exed <br />to the cityo The Commission discussed the various things necessary for this applicatioTIo <br />We indicated that we would be able to accept the zoning change if approved by the. County <br />Planning Commission and if proper hearings were held. It was suggested he note his zoning <br />change in any further annexation applicationo He also asked if he might be able to get <br />city vmter and sewer if proceedings were started and if he had infact notified the County <br />and City of proposed annexation. He would be using this land for a cabinet shop and <br />warehouse. We felt that if proceedings were started and eve~jthing looked favorable, <br />it would be possible to allow him to use city water and sewer rather than going to the <br />expense of putting in on-site facilities and then hooking up in the near future. He said <br />he would keep the Commission and Council informed of his activities. <br /> <br />Jahn Oliver presented the plat of Meadow Park and indicated he was making a change in the <br />final plat for Council approval in which the two lots covered and included as part of the <br />County ditch would be out-lots in the plato It was also suggested that he contact the <br />County to see if they couldn't relax the 66' right-of-way utility easement requirement for <br />the ditch to approximately 20' on each side or a total of 40t. This might allow one more builc <br />ing site in the futureo The plat was si~led by the Planning Commission with agreement that <br />John Oliver would'm~~e the necessary changes before presenting the plat to the Council <br />and also it was advised the developer would have to provide a performance bond for final <br />approval on this plat. <br /> <br />A discussion vSS held regarding a future meeting with the Minnesota State Highway Departmento <br />Cliff Lundberg agreed to contact them to see if they prefer a meeting late some afternoon <br />such as 4:00 pom~ rather than another evening meeting.
