<br />/CITY PLANNING COMMISSION <br />CITY OF ELK RIVER, MINN. <br /> <br />Dec. Meeting <br />Held Jan. 3rd, 1974. <br /> <br />Members Present: Albert Bailey <br />Clifford Lundberg <br />George Zabee <br />Richard Gangoll <br />Dan Bailey. <br /> <br />The Parking Regulations as set forth in the Village (now City) <br />Zoning Ordinance were discussed relative to expansion of businesses <br />already in the downtown area, and in order to clarify the regulatiDns <br />as to the already developed areas, it was moved, seconded and carried <br />that the planning commission :~:e~mend the following rules and <br />interpretation to the village Council for their guidance: <br />(See next page--reproduced in quantity) . <br /> <br />FLOOD PLAIN <br />It appears that it is incumbent upon the City of Elk River to <br />revise ~i~sr zoning ordinance relative to the Flood Plain in order <br />to provide for f~ood plain insurance. <br />Before this can be done it will be necessary to determine the <br />flood plain. The Commission was informed that there is a survey <br />coming out in the next few months that will determin this factor which <br />will then become part of the change in the ordiaance. <br />It seems that the intent of the City of Elk River must be set forth <br />within 120 days from last nevember, if it is desired to be included <br />in the new State Program. <br />I~ was Moved, Seconded and Carried that the City Planning Commission <br />~~~~ommend to the Village Council that it adopt the Standards set forth <br />in the state Program now, and as soon as the Supplemental data is <br />available (concerning the actual flood plain) that the ordianance be <br />amended to comply with the standards. <br /> <br />Dick Fredlund will be at the January Meeting to make a report <br />on Annexation and other matters being studied under the new program. <br /> <br />TRAFFIC <br />The report on traffic handeling in the aity of Elk River dealt <br />mainly with long range plans. It was suggested that we should also <br />be concerned with short term remidies that would not be costly and <br />would help the traffic problem now. To this end it was suggested <br />that we get aerial photos of the highway through town and suggest <br />turn off or slow down lanes, widening the ~fue roadway to include <br />the boulevard, elimination of parking, etc. If it will be a long <br />time before drastic improvments are made, the question of the location <br />and installation~ of stop li~hts will also have to be considered. <br /> <br />HOUSE NUMBERS AND STREET SIGNS <br />Discussion leadtco the conclusion that we should change the <br />zoning ordinance and/or the platting regulations to include Designated <br />Street names and House Numbers and also street Signs. The pre-numbering <br />of houses to be placed on lots would be a ::he--lp- tc~ local authorities and <br />to the selling and handeling of the various lots. <br />Rex Oe~nger and Lester Derr have both reccornmended this and should be <br /> <br />incl~q~d ~p t~ z9n~pg Ofd~n~nce~ <br />
