<br /> <br /> <br /> <br />ELK RIVER PLANNING COM}1ISSION MEETING <br />HELD AT THE ELK RIVER PUBLIC LIBRARY <br />MONDAY JUNE 22, 1981 <br /> <br />Members Present: Commissioners Pearce, Busch, Kreuser, Driessen and Tracy <br /> <br />Also Present: Rick Breezee, Building and Zoning Administrator <br /> <br />1. Call Meeting to Order <br /> <br />Chairman Tracy called the meeting to order at 6:35 p.m. <br /> <br />2 . Agenda <br /> <br />There were no additions or changes to the Agenda. <br /> <br />3 . Minutes <br /> <br />The minutes of the May 26, 1981 meeting were approved as circulated. <br /> <br />4. Larry Morrell Text Amendment and Conditional Use Permit Requests. <br /> <br />Don Parpost representing Mr. Morrell was present for these requests. <br />Zack Johnson had prepared a draft memorandum for this use to be put <br />under II, 12, or C3, but after discussion with Bob Middaugh and Rick <br />Breezee he changed it to a Conditional Use Permit under R4. Mr. Breezee <br />explained text amendment to the Commissioners. He recommended this <br />amendment should be worded for personal property use only. A separate <br />access road was discussed with Mr. Morrell. He is aware that this <br />separate road would be required. COMMISSIONER PEARCE MOVED TO RECOMMEND <br />TO THE CITY COUNCIL THAT THE ZONING ORDINANCE BE AMENDED AT 900.16 R4 <br />RESIDENTIAL AND THAT ITEM F BE ADDED FOR-BUILDINGS FOR PUBLIC USE TO <br />STORE PERSONAL PROPERTY. COMMISSIONER DRIESSEN SECONDED THE MOTION. <br />MOTION CARRIED 4-0. <br />Mr. Breezee stated Mr. Morrell had submitted an application with two <br />sets of plans and has applied for a Conditional Use Permit. He has <br />been made aware of the criteria to be met, set forth in the ordinances. <br />There was discussion on hours of operation. Mr. Breezee had interviewed <br />several mini-storage operation. Some had full time attendents on <br />duty 8:00 - 5:30, Monday thru Saturday and gate hours 8:00 - 10:00 <br />Monday thru Saturday. COMMISSIONER DRIESSEN MOVED TO RECOMMEND TO THE <br />CITY COUNCIL APPROVAL OF A CONDITIONAL USE PERMIT FOR THE PUBLIC <br />STORAGE BUILDING WITHIN THE R4 TO BE REVIE~~D IN TIvO (2) YEARS. <br />COMMISSIONER KREUSER SECONDED THE MOTION. MOTION CARRIED 4-0. <br /> <br />5. Administrator's Update and Summary Report. <br /> <br />Mr. Breezee brought the Commissioners up-to-date on recommendations <br />they had made to the City ouncil. He also brought them up-to-date <br />on the Barrington Project. <br />The Maue Conditional Use Permit was discussed and the condition of <br />the property to the north of Mr. Maue. Mr. Breezee said he had talked <br />to the o\vners and they are in the process of cleaning the property up. <br />
