<br /> <br /> <br /> <br />ELK RIVER PLANNING CO}lliISSION MEETING <br />HELD AT THE ELK RIVER PUBLIC LIBRARY <br />MAY 27, 1980 <br /> <br />Members Present: Commissioners Fox, Hinkle, Driessen, Tracy, and Lucas. <br /> <br />Also Present: Herbert S. Adolphson, Community Development Director <br /> <br />1. Call Meeting to Order <br /> <br />The meeting was called to order by Commissioner Fox at 7:30 p.m. <br /> <br />2. Minutes <br /> <br />The minutes of the April 28, 1980 Planning Commission meeting were read and <br />approved. <br /> <br />3. Agenda <br /> <br />There were no changes to the agenda. <br /> <br />4. Daniel Karst, Conditional Use Permit <br /> <br />Daniel Karst was present to discuss his request for a conditional use permit <br />to move a mobile home onto his parent's property. He said this property is <br />located at 22878 Elk Lake Road, Section 5, County Road 1. He would put it <br />about 100 to 150 yards off of a field road that goes into a meadow and would <br />be helping his dad with the farm work. Mr. Karst said this would only be <br />temporary (about two years) until he has saved enough money to buy a house. <br />The public hearing was then opened. No one wished to speak on this issue. <br />The public hearing was then closed. Commissioner Fox asked if Mr. Karst <br />understood the permit would be used for a set period of time and he would <br />have to come back to renew the permit. Mr. Karst said he understood. <br />CO}MISSIONER LUCAS 'MOVED TO APPROVE THE REQUEST FOR A CONDITIONAL USE PERMIT <br />ON A TWO YEAR RENEWAL. COMMISSIONER HINKLE SECONDED THE MOTION. MOTION PASSED <br />4-0. <br /> <br />5. O.G. Hanson & Sons, 'Inc., Conditional Use Permit <br /> <br />Mr. Leland Hanson and sons, Lon and Joe were present for the public hearing <br />on their request for a conditional use permit to excavate mineral. Mr. Leland <br />Hanson said this property is located at 221st Avenue and Highway 169. Commissioner <br />Fox asked Mr. Leland if he owns said property. Mr. Hanson said it has been <br />a pit worked since 1946. Mr. Adolphson said that the staff saw no problems, <br />but needs more information for the actual license and that this information <br />should be complete before it goes to the City Council. He also said Mr. Hanson <br />will be able to continue operation as long as they meet the conditions as set <br />forth in his letter to them of May 8, 1980. Mr. Hanson wondered why their <br />company was the only ones there and he had the impression that this had to be <br />done right away. Mr. Adolphson said the others would be coming in as soon as <br />they were processed. Mr. Hanson also said he thought the fee was a little steep <br />and wanted to know where the money went. He said he thought the government was <br />here for the people and not the people here for the government. Commisssioner <br />Fox said some goes into enforcing the ordinances and that Bob Middaugh could give <br />him the breakdo~vn. And also, the City has had considerable problems with gravel <br />extraction by other companies and that is why the new ordinances are strict; <br />to protect the land and see that the land is restored after being excavated. <br />
