<br /> <br />City of Elk River <br />REQUEST FOR COUNCIL ACTION <br />Agenda Section Meeting Date <br />En . eerin A ril17, 2006 <br />Item Description <br />Hi Wand Road Reconstruction Project <br /> <br />Item Number <br /> <br /> <br />Introduction <br /> <br />At the April 3, 2006 City Council meeting a public hearing was held for the HigWand Road <br />Reconstruction Project. After the hearing, the City Council ordered the project and the <br />preparation of plans and specifications. In order to stay on the schedule laid outip. the feasibility <br />study, there are additional actions the City Council is asked to consider. <br /> <br />Discussion <br /> <br />The schedule in the feasibility study recommended an assessment hearing be held on May 15, <br />2006. In order to establish that date for the assessment hearing, there are two resolutions the City <br />Council will need to consider. The first determines the costs to be assessed and orders the <br />preparation of the assessment roll. The second establishes.the date for the assessment hearing as <br />May 15, 2006. <br /> <br />As indicated at the public hearing, the proposed road section will be 32- 34 feet wide. The <br />narrowed road with urban-style curb and gutter is an attempt to slow the speed of traffic and <br />provide room for detached pedestrian facilities on both sides. The narrower road utilization MSA <br />funds will require a "No Parking" resolution be adopted by the City. <br /> <br />Financial Impact <br /> <br />The feasibility study estimates the total project at $1,365,000. Approximately $305,500 is <br />proposed to be assessed to the abutting property owners. The remaining $1,059,500 is proposed <br />to be funded through a combination of Municipal State Aid funds, City Sewer Department funds, <br />and Elk River Municipal Utility funds for the water portion. <br /> <br />Attachments <br /> <br />- Resolution Determining Assessed Cost of the Improvement and Ordering the <br />Preparation of the Proposed Assessment Roll <br />- Resolution Establishing the Date for the Assessment Hearing <br />- Resolution Relating to Parking Restrictions on HigWand Road. <br />
