<br /> <br /> <br /> <br />SPEClft.L PLANNING COr.1MISSION ~iEETING <br />July 10, 1978 at 7:30 P.M. <br /> <br />Members present: Chairman Toth, Commissioners Driessen, Nelson, Zabee, Thompson, <br />Holmes, Fox and Rootes. <br /> <br />Upon motion of Fox~seconded by Rootes and carried, minutes of June 26 meeting were <br />approved as read. <br /> <br />John Newell of Ar-Mon Properties was present for zone change hearing for property <br />in Sec. 13 and 24-32-26 from B-2 to Ie-l for Commercial Industrial Development. <br /> <br />Several residents of the area were present with questions about the proposed develop- <br />ment: type of businesses expected to build on the area, access to roads, etc. Mr. <br />Newell expressed his opinion that certain types of businesses would not be desirable <br />in the area and that protective covenants would be recorded with the plat for the <br />purpose of excluding such businesses. <br /> <br />Upon motion of Rootes, seconded by Thompson and carried, zone change from B-2 <br />to I-l vIas recommended for approval to CityCDoUncil. <br /> <br />John Newell was also present with pre-limenary plat of Ar-Mon Commercial Park <br />for hearing. There was discussion on lot sizes and sewer and water usage. <br /> <br />Upon motion of Fox, seconded by Driessen and carried, preliminary plat was rec~- <br />mended for approval to City Council subject to approval of protective covenants by <br />City Attorney and City Engineer in final plat of Ar-Mon Commercial Park. <br /> <br />Chairman Toth told the Commission that their committee meetings are subject under <br />the "Open ~1eeting La\PJ" rule. Therefore t notice of meetings must be posted. <br /> <br />There was hearing for variance on lot size ~&r Ray Doebler property on Lot 3, Blk <br />3, Schoolview Addition for purpose of adding on to single garage. Upon motion of <br />Nelson, seconded by Thompson and carried said variance - 2 feet on side and 2 feet <br />on front yard was approved. <br /> <br />A letter from City Attorney Sellergren was read regarding Conditional Use Gravel <br />Permits. According to Sec. 17 Subd. 4 of the County Regulations, the City can require <br />each person or company extracting gravel to secure a bond and acquire a permit. <br /> <br />There was discussion on the problems of private contractors hooking up residences <br />to City set-ler and their not restoring the street and curb to their original <br />condition. <br /> <br />Possible solutioBs were: <br /> <br />A $500.00 deposit before opening up to be refunded after the City has approved <br />the job. <br /> <br />Making it mandatory that a compactor be used manually to pack the asphalt. <br /> <br />30 days after completion the contractor return to resurface or fill in any <br />depressions. <br />
