<br />Monday November 25th, 1973. <br />Regular Meeting of the Village Planning Commission. <br /> <br />.'The Question as to what was to be done concerning addresses set up by the <br />Township, which land of the township was annexed to the village. Should <br />the Addtesses be changed. After consdderable discussion it was agreed <br />that the Addresses in the original village would stay as they are and that <br />any addresses for land outside of Sections 33 and 34 (The original VIllage) <br />would be designated in the manner and according to the system set up by <br />the Township. M.S.C. <br /> <br />Dick Rredlund appeared and talked of the planning program amounting to $4500.00 <br />which agreement was signed into effect on Nov. 20th, 1973. It was agreed that <br />he would make interim reports (at least Two) during the course of the study. <br /> <br />The Village Council wanted some clarification as to parking requirements in the <br />downtown area.. The question was discussed quite thoroughly and the following <br />report is hereby made a part of the record. <br /> <br />BUILDING --- PARKING POLICY <br />DOWNTOWN ELK RIVER, MINNESOTA. <br /> <br />Whereas, The Village of Elk River has a serious parking problem in the <br />down town area, and <br />Whereas, The Village has undertaken construction of a municipal parking <br />facility, the cost of which shall be assessed to the down twon business <br />according to need and practical usage, and <br />Whereas, some down town business men may choose to expand floor area by <br />external construction, and <br />Whereas , in many instances there shall be no possible way of providing <br />additional on site parking, and <br />Whereas, the Village Zoning Ordinance imposes certain restrictions and <br />mandates regarding necessary on site parking as a prerequsite to expansion. and <br />Whereas, in many cases said zoning ordinance would work an undue and <br />unjust hardship w~ere it to be strictly enforced in Downtown Elk River, <br /> <br />NOW, THEREFORE the Village Planning commission does hereby set forth the <br />following standards, and policy with respect to parking with external <br />expansion in Downtown Elk River. <br /> <br />l.In no case shall external expansion interfere with existing parking <br />areas unless there shall be provided other onsite parking which shall conform <br />with the village zoning ordinance requirements, including those additional <br />parking spaces over minimum requirements which the planning commission and <br />council shall determine to be needed. <br />2. There shall be provided on site parking, additional to that existing <br />as required by the Zoning Ordinance according to the square footage of the external <br />addition. <br />3, There shall be provided parking as required by the Zonoing Ardinance <br />according to the total square footage of the existing building and the proposed <br />external Addition, provided that in this~case credit shall.be given for so many <br />of the Minicipal parking Lot Spaces (Which have been assessed to the expander) <br />as determined by the following formula: <br />Owners assessment <br />Total Municipal Spaces (as Assessed) X <br />Total Cost. <br /> <br />NOTE: <br />Nos. 2 ~nd 3 <br />are alternatives. <br />
