<br />June 25th, 1973. <br /> <br />VILLAGE PLANNING COMMISSION. <br /> <br />Members Present: Richard Gengoll <br /> <br />Cliff Lundberg <br /> <br />George Zabee <br /> <br />Dan Bailey <br /> <br />Larry Toth <br /> <br />Al~ Bailey <br /> <br />Meeting called to order at 7:30. First Order of BUsiness was the Hearing <br />concerning the HEX issuing of a varials to use the property at the <br />Northwest corner of Pcoctor and 4th street for a pbulic library site. <br />Six people ap~eared that were interested and they were all in favor of <br />the site. No one on the commission had had any adverse ~eed back about <br />the site or the issuance of the special use permit. It was moved by <br />George Zabee and Seconded by Larry Toth that the Special Use Permit be <br />Granted. Motion carried. <br /> <br />No report as yet from the planner concerning further programing as to <br />Planned Annexation. <br /> <br />There was a request from the Village Council for a traffic study and <br />for reccommendations concerning the handeling of traffic in the area <br />of Jackson and Railroad Drive and in the area of the postoffice. It was <br />decided to contact Dick Fredland to get suggestions on how to chart <br />the traffic flow in such a way that he could come up with reccommendations. <br /> <br />The question of Bike paths and sidewalks to the new school and to the present <br />schools was brought up. THis also grought up the question of a bike path to the <br />swimming beach. This brought up the request for a pedestrian count and/ora <br />bike count. It was thought that this would make a good project for a social <br />studies class in senior High. Mr. Zabee thought this would be a good aproach. <br />It was thought that the suudy should include bike paths to the park, the golf course <br />between Jr. Highs, on Jackson and East of Jackson to the New Grade schools <br /> <br />The Proposed plat of Knollwood West 2nd Addition was presented to the Planning <br />commission for pleminary approval. This plat lies entirely withing the 2 mile <br />limit of the VIllage of Elk River and is thus subject to the platting <br />regulations of the Village. The motion was made seconded and aarried that <br />the plat be approved as shown with Ulysses street running through to the <br />edge of the platted area. <br /> <br />The planning commission discussed the lack of park area or any prov~slon for <br />green areas for the people in this plat---whether the park area or green area <br />was in this plat or located elsewhere. The Commession felt that steps should be <br />taken to reserve either land or money for parks or futnre parks and/or green areas, <br />either in the proposed plat or in some neighboring area. <br /> <br />Meeting adjurned . <br />
