<br />Village Planning Commission~-Jan. 29th, 1973. <br /> <br />The question of a traffic study was brought up and it was stated that <br />there are funds available to get help ~ from the Highway Dept. It was <br />suggested that we Inake application for such help. <br /> <br />Pat Dwyer appeared for theBank of Elk River concerning a Change of <br />Zoning for a tract of land under option at the corner of Main and Evans. <br />A tenative date for a hearing was set for Feb. 26th, but consideration <br />of the drainage and of sub-soil moisture at the site were to be considered <br />further before notice of hearing was to be published. The area is drained by <br />a branch of County Ditch No. lO, and difficulties are antisipated concerning <br />the upgrading of the ditch to provide better run-off. <br /> <br />Paul Carton appeared concerning two lots zoned R-2 on Proctor. The lots <br />are too small for R-2 and thetalk was concerning a change of zoning and the <br />building of a 4 unit appartment on the site. <br /> <br />A preliminary plat of Meadow Park (South of Main street and East of <br />Evans was discussed. The same talk about the Branch of County Ditch No. 10 was <br />brought up and it was decided to have the plat changed to eliminate of low land as <br />a park and also to require the lots to EE meet the minimum width standard of 85 feet <br /> <br />De-Bart Addition. The preliminary approval of the plat was considered. <br />Dischssion brought out that the plat was within the 2 mile limit of the village <br />if the park on the west side of lake Orono had been incorporated into the <br />village. No notice of such an addition to the village limits had reached the <br />Register of Deeds but the Mayor of Elk River says that a resolution annexing the <br />park to the Vill~ge had been passed about 3 years ago. <br />It was Moved~Seconded and Carried that the plat be approved as presented. <br /> <br />THE VILLAGE COUNCIL HAS AUTHORIZED AND ADDITIONAL $2000 FOR THE PLANNING <br />COMMISSION. THIS IS ADDED TO THE $400.00 that wasset aside for the use of the <br />planning commission about 2 years ago. <br /> <br />THE PLANNING COMMISSION WAS INFORMED THAT THE VILLAGE COUNCIL HAD RE AFFIRMED <br />THEIR POLICY THAT THEY WOULD NOT RUN SEWER AND?OR WATER OUTSIDE THE VILLAGE LIMITS <br />--THUS REQUIRING ANNEXATIONNBEFORE THE EXTENSION WOULD BE CONSIDERED. <br /> <br />POST OFFICE <br />Pat Donohue appeared with a building permit application which had been <br />rejected by the building enspector, because ihe site plan wid not provide <br />the minimum off-street parking for Customers, Paytorns and Employees. <br />The location was also discussed concerning traffic pattern. The mater <br />of accquisition of additional property was also discussed to provide for <br />compliance with the off-street parking regulations. <br />
