<br />.PIAl>&JIl'JG COMMISSION rvIEETING <br />January 2, 1973 <br /> <br />Members present: Filmer Bartelt, George Zabee, Al Bailey, Dick Gongoll. <br /> <br />Knollwood, a development of 88 acres, vJas presented by Ridgewood Develop- <br />ment Corporation. Average lot size - 2.1 acres; Smallest lot - 1. 5 acres. <br />Connty Planning Commission has okayed a variance on this lot size. <br />Preliminary approval has been given by the County Planning Commission. <br />Upon motion by George Zabee, seconded by Hilmer Bartelt , it was agreed <br />to approve this preliJrJnary plat with the secretary to be instructed to <br />write a letter accordingly and to also urge that Smith Avenue be extended <br />to join the present to'WIlsl1ip road bordering this property. This <br />recommendation to be part of the approval. <br /> <br />]\Ieil Larson, representing Towns Edge Development Company, presented <br />aerial maps, topograpllY studies, land use plans for approxi.rna:tly 168 acres <br />directly north of present Schoolview Addition. The density would appear <br />to be atout 595 dwelling l.!D.i ts in the total development. This development <br />would be presented as a Planned Unit development with seven areas:> including <br />106 single family units, a 20 acre COffiW.unit)r park, 49 units of cluster homes, <br />90 units of to'\^mhouse density, 348 units multiple density, and a small <br />commercial area along Highway 169. No vote ~~as necessary at this time. <br />The CoII1fIlission discussed road access, time table of building pew ts, etc. <br />The single family units vJould be on one half acre lots and Tovms Edge <br />vJould like to request city water for this property. This could be one of <br />the first plarmed annexation areas if armexation would be necessary to <br />p:rovide 't~jater. Basic approval was verbally e;q:>ressed for this addition. <br /> <br />Gordon Purmort presented some preliminary plans for a shopping center con- <br />sisting of 37. 5 acres north of the Guardian Pngels up to School Street. He <br />asked for opinions as to vJhether there would be consideration for this or <br />whether this land was definitely pledged for single family dwellings. Traffic <br />control problero..8 and access roads would have to be worked out to serve this <br />area. The Commission also asked for market survey studies and much ITore <br />detailed plans before any further presentation be made . It was also pointed <br />out there is a severe surface water drainage problem in this area and thel'""€ <br />may not be city sewer available at the present time. <br /> <br />It was also suggested that the Village Council pursue the possibility of <br />some highway safety study funds possibly available as per circular presented <br />by Filmer Bartelt and Al Bailey. Planning Commission would help out 1 irte <br />the needs for these funds and the application for these filllds in Elk River. <br />
