<br />ELK RIVER PLANNING AND ZONING COMMISSION <br />MlNUmES: October 30th, 1972. <br /> <br />First Order of business was an application to re-sone a portion of <br />the NW~ of NE\ of Sec. 28, Twp. 33, Rng. 26 and Lot 5 of Aud. No.3. <br />The request had been first submitted on a County Building Permit <br />Application form. A request for a proper application brought forth <br />Petition t~or rezoning No.7. This rezoning requests a change from <br />R-2 to P.U.D. (R3) Hearing was set for November 27th, 1972. <br /> <br />Neil Larson appeared with preliminary plans for development of <br />Lots 1 and 2 of Block 6, Village of Elk RIver. He was concerned <br />with a setback requirement that boUld put the building so far back <br />that off street parking would be made very dificult. A tenative <br />approval of a 20 foot set back was verbally approved, providing <br />the plans for the building and for offstreet parking are satisfactory. <br /> <br />The proposed new R.R. Crossing at Morton was considered and the <br />revised map showing future streets and what they would serve was <br />presented. The proposal included the closing of the crossover (?) <br />on U.S.No. 10 at the intersection of 4th and u.s. 10, to facilitate <br />slow-down lanes (turn lanes) at Morton. The Mayor will take the <br />map along on one hf his visits to the Brainerd Office of the State <br />Highway Department. <br />It is felt that this crossing will help in the traffic circulation <br />in the village of Elk River, and will help to reduce the number of <br />left turns at Jackson from the East bouNd lane---which is much more <br />pronounced now that Lowell and King R.R. Crossings are closed. <br /> <br />Apetition was presented by the Cretex Companies, Inc., who are now <br />the owners of land on both sides of Meadowvale Road, to vacate a <br />portion of this road and open Industrial drive to take care of the <br />traffic. It was pointed out that there is always some traffic that <br />wants to come down County 35 and stay off of No. 10 and still get <br />to the Proctor avenue EX~XEXX R.R. Crossing. The company XR~ig <br />officials present indicated that they would not oppose a future <br />development of a service road along u.s. No. 10 from Upland East to <br />the present west end of 6th street. Mention of the sewer and water <br />mains in this street was made and it was indicated that there would <br />not be any change in the location or easement concern them. It was <br />also indicated that none of the cost of the change would be tax <br />payers expense. It was Moved Seconded and carried that the planning <br />commission indicate to the Village COuncil their approval of the <br />plan to vacate the street, but not the sewer and water rights in <br />Meadovale Road from Quin west to 50 ft west of East line of Lot 11 <br />of Aud. SUb. No. 3 conditioned on the opening of Industrial road <br />as a substitute of the road so closed, all at the expense of the <br />petitioner. <br /> <br />Meeting Adjurned. <br />
