<br />ELK RIVER VILLAGE PLANNING COMMISSION. <br /> <br />August 28th, 1972. <br /> <br />First ORDER OF Business: Change of Zong on Nickerson Property per <br />published notice. <br />Hearing: Local Desidents to wes objected to appartment housing <br />on ground it would increase number of children in vacinity. Objection <br />that area is not well drained also mentioned. <br />It appearea that the contemplated appartment co~ples was to be <br />on the northern part of the property and was to be primarily for <br />old people and convelescents. <br />When the party abjecting to apparment houses~~ was asked what <br />he would think if a clinic, or an office buildin~ or a bank wen in on <br />the property east of ~ Evans and North of main he thought that that <br />would be all right and much better than Appartments. <br />Motion was made seconded and carried to reccommend to the VIllage <br />Council that ~flae-~are-e~-ne~-9-e~-B~eek-37-A~~ee~~~-Add~~~e~-~o-~fte <br />y.:i:xxage-er-Ex.k-R:t-"e~ The North half (330 feet) of Lot 9 of BLock 3, of <br />Auditors Sub. No.5, in the Village of Elk River and that part of Lot 10 <br />Block 4 of said Auditor's Subdivision No.5 that lies East of Evans, North <br />of the North line of 3rd street extended East and South of the North line <br />of said Lot 9 BLock 3 extended West, be re-soned from R-3 to R-4. <br /> <br />Second Order of Business: Change of Zoning on All of Lot 8 and that <br />part of Lot II of Aud. No. 3 lying North of Meadowvale Road from R-3 <br />and R-4 to I-2. <br />The only person appearing in opposition to the change was Roger T. <br />Hanson, the owner of a tract l20 feet wide ~ abutting on the <br />north siee of Meadowvale Road in said Lot l~, and being 234.85 feet <br />on the East side and l53 feet on the west side. His objection was <br />that he did not want to be left with a house in the middle of a I-2 <br />zone, with practically no change for a resale of the house as a <br />resident or for any other perpose. It appeared that no attempt or <br />offer to purchase the property by the owner of the property EeX~ <br />asking for the change had been made. <br />The commission felt that all the property between Meadowvale <br />and the Railroad would probably be zoned Industrial in the future. <br />It was moved and seconded XExX and caried that the change be <br />made as requested subject to a satisfactory agreement between the <br />Cretex Company and Roger Hanson prior to approval of the change by <br />the Village Council on Sept. 18th, 1972. (AI Bailey .@bstaining). <br /> <br />SCHOOL VIEW ADDITION: <br />The question was raised as to whether the owner of School View <br />Addition was required to give a performance bond to pave the streets in <br />schoolview Addition. . It was noted that the Township has such an <br />ordinance. Question was raised as to what the County Requires. <br />It was felt that no more building permits should be issued until <br />this question is resolved. <br /> <br />ZONING CHANGES: <br />It was felt that no more zoning changes would be considered <br />unless a detailed map of the proposed change accompanied the Request <br />for the Change. <br />
