<br />ELK RIVER PLANNING AND ZONING COMMISSION <br />Meeting held March ~th, ~9y2 <br /> <br />Meeting callead to order by Richard Gongoll, Chairman. <br />First Item of Business was the consideration of a Preliminary <br />Plat for the Elk River Industrial Park. The plat proposed, <br />covered about 40 acres in the east part of the land owned by <br />the Associated investros, for development as an industrial park. <br />Moved and Seconded and Carried that plat be accepted as <br />proposed. <br />John Plaisted and Ed Helstrom appeared with a proposal for <br />a 66 by 155 three wEory office building on the Southeast corner <br />of Main street and Lowell Ave. The pD~posal called for to <br />building to sexten to the street line, with underground parking. <br />Off the street parking for 30 cares was to be provided by set-back. <br />Proposal tabled for further study. <br /> <br />Mr. Cyril D. Bayer, the owner of most of Block 9 in Orono appeared <br />to ask about re-zoning his land from Rl to R3 to provide for the <br />construction of Town Houses thereon. He was asked to make a <br />formal application. <br />M.S.C. to change trailer park requirments as set forth in <br />notice. So proposed to Village COuncil. <br /> <br />SPECIAL MEETING APRIL 6th. <br /> <br />Report of Bill Mills, Village Engineer. <br /> <br />He had studied various methods of complying with the state's <br />request that the disposal plat be upgraded. <br /> <br />Consideration had been given to possible enlargement to serve <br />all the area within 2 miles, and to serve veraious parts both <br />by XxaRx additional mains to the present site and by the <br />construction of additional disposal sites. <br /> <br />It appeared that the present mains are nearly at capacity, and <br />that additional use of these routes would necessatate additional <br />or larger mains. It was also pointed out that in all probibility <br />growth would be on the north side of the river, and generally to <br />the north of the present village. and west along the Elk River. <br />It was pointed out that federal grants would be bassed on <br />expansion to serve all the area possible by the proposed upgrading. <br />Thus it followed that the developing area to the east, north and west <br />of the village which is now outside the village limits should be <br />included and a new main built in that area. This would allow the <br />growing schools to the north of town to be rerouted to the new main and <br />thus relieve pressure on the present mains. <br />The problem of setting up a se~er distsrict for the area in the <br />township was proposed and discussed, and it appeared (the Twp. Board was <br />present at this meeting) that it would require approval of the affected <br />people in the township. A hearing date for the township was set. <br />At this township meeting the proposal for a sewer district was <br />flately rejected. <br />
