<br />. <br /> <br />. <br /> <br />. <br /> <br />MINUTES FOR ELK RIVER PLANNING COMMISSION <br /> <br />Individuals Usually <br />Attending: <br /> <br />Dick Bailey <br />Al Bailey <br />Les Derr <br />Dick Gongoll <br />Hilmer Bartelt <br />John MacGibbon <br />Paul Siegler <br /> <br />Meeting: <br /> <br />September 30, 1968 <br /> <br />In Attendance: <br /> <br />All members in attendance <br /> <br />Some citizens appeared with questions concerning a possible~.fl1partment <br />building on the corner of Meadowvale Road and Upland Avenue and easterly <br />from this point. They were advised that a zoning change would be necessary <br />and that our planning firm did not look favorably on spot zoning changes at <br />this time. No formal request was made. <br /> <br />Milt Larson appeared concerning the use of land of Northfield Apartments <br />on Proctor for more apartments. He proposed two four-plexes. <br /> <br />There apparently was a zoning change effecting land on which Northfield <br />apartments were built, but it was not determined whether this included the <br />subj ect land. <br /> <br />It was determined to investigate further in the Village records and if existing <br />zoning permits, we would recommend a special use permit. If zoning does <br />not permit, we recommend consideration of an area development plan for <br />apfl:rtments as proposed upon proper application by Mr. Larson. Follow up <br />in this case showed the area was still in an industrial category so a resolution <br />was adopted approving development of the area on a plan basis for apartment <br />buildings. This recommendation was presented to the Village Council. <br />
